Kansas Issues RFP to Solicit Contracts for Medicaid Overhaul
On Tuesday, November 8, Governor Sam Brownback announced plans for a major overhaul of the Kansas Medicaid program. The state has issued a request for proposals from private contractors to provide comprehensive health, mental health and long-term health care services, in order to move nearly all of the state’s Medicaid recipients into private, managed care plans. State officials say they expect to select three vendors, who will compete for clients. Lt. Gov. Jeff Colyer predicted that the move could slow the growth in Medicaid spending by nearly one percent a year, which would save the state more than $350 million over the next five years (and the federal government $500 million). Officials said they also intend to emphasize the use of home and community-based services, which historically have been less costly than the institutional care provided in nursing homes and hospitals.
